Step 2: Pass the Exam - Receive your temporary digital card immediately upon passing.
Step 3: Receive Your Physical Card - Your official PCOC arrives by mail in 2-4 weeks.
If your permanent card has not yet arrived, carry your printed temporary PCOC on board. It is valid proof of competency until the plastic card arrives by mail. Boaters born before September 1, 1953 are exempt under the federal grandfathering provision — carry proof of your birth date on the water to confirm eligibility if asked.
The PCL is separate from the PCOC. It identifies the vessel, not the operator. A PCL is required for any motorized vessel with 10 hp or more used on Canadian waters.
The 2026 Transport Canada changes affect vessel licensing directly:
**PCLs now expire every 10 years.** - All PCLs going forward must be renewed on a 10-year cycle.
**Previously issued PCLs with no expiry date must be updated** - under the new system.
**Sail vessels over a certain length** - Ywill also require a PCL — a new obligation that did not previously apply to all sail-powered craft.
**A service fee applies at each renewal cycle.** - Transport Canada has confirmed a fee will be charged; the exact amount is pending regulatory finalization.
Your PCOC is not affected by these changes. The renewal requirement applies to the vessel credential only.
Does my Canadian PCOC expire? No, the PCOC is valid for life and never needs renewal.
Are visitors who go to Canada required to get a boating license?Yes, so long as using a motorized boat. International visitors & American visitors may use their home country boating license provided that the home country license assumes the same standards as the Canadian.
Is my PCOC valid in the United States? Some states accept it, but others require additional certification. Check local regulations before boating in U.S. waters.
Do I need a license for rental boats? Yes, majority of renting agencies insist you provide a PCOC before they can rent you a motorized boat.
Do I require residence in order to do the course? No but non-residents may purchase a PCOC it is however valid in Canada only.
How old do you have to be to get a PCOC? No age restriction except that you have to be 12+ to be able to drive a boat.
Replacing a Lost or Damaged PCOC If you lose or damage your PCOC, contact the original course provider directly. Transport Canada does not reissue cards — only the accredited provider that administered your exam can process a replacement. Keep a record of your exam provider and exam date for exactly this reason.
